All persons who fall within the categories exempt from payment will continue to have free access to Venice.

For the year 2026, as an alternative to obtaining the QR Code, the substitute certification/declaration may be completed or presented using this form.

LIST OF CATEGORIES EXEMPT FROM PAYMENT OF THE ACCESS FEE AND FROM THE REQUIREMENT TO REQUEST AN EXEMPTION

SUBJECTS WHO ARE NOT REQUIRED TO REQUEST THE EXEMPTION AND ARE NOT REQUIRED TO SUBMIT CERTIFICATION / SUBSTITUTE DECLARATION OF AFFIDAVIT PURSUANT TO PRESIDENTIAL DECREE 445/2000:

 

  • Persons who are residents or born in the Municipality of Venice, residents of the Veneto Region, and children under the age of 14 must present an identity document proving their status;
  • Residents listed in the temporary population register must present the notification of acceptance of their application for registration in the temporarily resident population file.; 
  • Students, including commuters, attending schools of all levels and grades and universities and post-graduate institutes that have their premises in the Ancient City of the Municipality of Venice or the other minor islands of the Venetian Lagoon, who do not fall under the exemption cases for which presenting an identity document is sufficient, must present an identification card (badge or similar) issued by their institute or a declaration issued by the same institute certifying their actual status as enrolled and attending students;
  • Persons with disabilities (and any accompanying person) must present the Disability Card (European Disability Card).
  • Members of the Military and Police Forces (including National Fire Brigade Corps staff) entering the Ancient City of Venice for official duties must present the relevant service card;
  • Individuals who access the Ancient City of the Municipality of Venice and the other minor islands of the Venetian Lagoon using public transport lines operated explicitly for the exclusive transport to the sports facility in order to participate in the specific associated sports competition;
  • Persons entering or passing through the areas of the Ponte della Libertà, P. le Roma, the Santa Lucia railway station and the area directly connected to P. le Roma, the Maritime Station, the San Basilio Station and the Isola Nova del Tronchetto, for the duration of their stay in these areas; 
  • Persons who, for reasons connected with the management of inspection activities, enter areas designated by the Municipal Council as specific zones in which the Access Fee is not charged;

LIST OF CATEGORIES EXEMPT FROM PAYMENT OF THE ACCESS FEE

SUBJECTS WHO ARE REQUIRED TO REQUEST THE EXEMPTION OR TO SUBMIT CERTIFICATION / SUBSTITUTE DECLARATION OF AFFIDAVIT PURSUANT TO PRESIDENTIAL DECREE 445/2000:

 

  • Individuals staying in the accommodation facilities referred to in Article 2 of the Tourist Tax Regulations of the Municipality of Venice located within the territory of the Municipality of Venice and providing temporary paid accommodation for any reason, insofar as they are subject to the tourist tax referred to in Article 4, paragraph 1 of Italian Legislative Decree No. 23 dated March 14 2011; this exemption is recognised from the day of arrival to the day of departure at the accommodation facility; the Access Fee exemption is granted from the day of arrival at the accommodation facility until the day of departure;
  • Workers, including commuters, and employees who work, permanently or temporarily, in the Ancient City of the Municipality of Venice or the other minor islands of the Venetian Lagoon;
  • Workers, including commuters, and independent professionals or entrepreneurs, having their place of business or domicile in the Ancient City of the Municipality of Venice or the other minor islands of the Venetian Lagoon;
  • Workers, including commuters, and employees or self-employed workers and equivalent workers or entrepreneurs who enter the Ancient City of the Municipality of Venice or the other minor islands of the Venetian Lagoon for work purposes;
  • Persons and members of the households of individuals proven to have paid the Municipal Property Tax (Imposta Municipale Unica - IMU) in the Municipality of Venice
  • Persons with disabilities, NOT in possession of the Disability Card, whose condition is certified in accordance with the Italian legislation in force, pursuant to Article 3, paragraph 3, of Italian Law No. 104 dated February 5 1992, or any similar international legislation, as well as any person accompanying them;
  • Individuals undergoing treatment or who need to undergo a medical examination at health facilities located in the Historic City of the Municipality of Venice and the other minor islands of the Venetian Lagoon;
  • Individuals assisting or accompanying patients to health facilities located in the Ancient City of the Municipality of Venice and the other minor islands of the Venetian Lagoon;
  • Individuals entering the Ancient City of the Municipality of Venice and the other minor islands of the Venetian Lagoon in order to participate in sports competitions recognised by the Italian National Olympic Committee (CONI), its Federations, or Sports Promotion Agencies; 
  • Public administrators and public authorities who visit the Ancient City of the Municipality of Venice and the other minor islands of the Venetian Lagoon for official purposes;
  • Volunteers who provide their service in the Ancient City of the Municipality of Venice and the other minor islands of the Venetian Lagoon on the occasion of events and/or shows organised or sponsored by the Municipal Administration and in those organised by the Metropolitan City of Venice and by the Veneto Region, identified by a resolution of the Municipal Council; 
  • Volunteers who provide their service in the Ancient City of the Municipality of Venice and the other minor islands of the Venetian Lagoon in case of emergencies;
  • Participants in paid events organised by the Municipal Administration or sponsored by the Municipal Administration, identified by Resolution of the Municipal Council;
  • Participants in events organised or sponsored by the Municipal Administration, identified by a resolution of the Municipal Council;
  • Tenants and their registry household members living in a building located in the Municipality of Venice, provided that they hold a lease for non-tourist use;
  • Employees of public administrations who have been assigned public service accommodation in the Municipality of Venice and their registered family members 
  • Persons visiting prisons or detention centres located in the Ancient City of Venice;
  • A spouse, civil partner, cohabiting partner under the terms of Article 1, paragraph 37 of Italian Law No. 76 dated May 20 2016, relatives or relatives-in-law up to the third 3rd degree of relation of residents in the Ancient City of the Municipality of Venice or the minor islands of the Venetian Lagoon;
  • A spouse, civil partner, cohabiting partner under the terms of Article 1, paragraph 37 of Italian Law No. 76 dated May 20 2016, relatives or relatives-in-law up to third degree of relation of a deceased person, attending the funeral of the deceased which is scheduled to take place in the Ancient City of the Municipality of Venice or the minor islands of the Venetian Lagoon;
  • A spouse, civil partner, cohabiting partner under the terms of Article 1, paragraph 37 of Italian Law No. 76 dated May 20 2016, relatives or relatives-in-law up to the third degree of relation visiting patients in social care facilities located in the Ancient City of the Municipality of Venice or the minor islands of the Venetian Lagoon;
  • Parties involved in judicial proceedings and persons summoned for reasons of justice or other reasons of public interest to public or judicial offices located in the Ancient City of the Municipality of Venice or the minor islands of the Venetian Lagoon;
  • Persons summoned to public offices located in the Ancient City of the Municipality of Venice or in the other minor islands of the Venetian Lagoon;
  • Persons who are visiting: (i) persons resident  in the Ancient City of the Municipality of Venice or in the other minor islands of the Venetian Lagoon, (ii) Persons registered in the temporary population register who have their domicile in the Ancient City of Venice or in the other Minor Islands of the Venetian Lagoon, (iii) natural persons who are tenants of a building located Ancient City of Venice or in the other Minor Islands of the Venetian Lagoon, provided they hold a residential lease contract for non‑tourist use;
  • Any other temporary accesses, provided they are not for tourist activities, as authorised by a resolution of the Municipal Council;
  • Upper secondary school students on an educational trip or visit;
  • individuals who are required to travel to the Municipality of Venice to participate in elections or referendums;
  • Relatives and relatives in‑law within the first degree of natural persons who own residential properties located in the Ancient City of the Municipality of Venice or in the minor islands of the Venetian Lagoon and which are not designated for tourist rental;
  • relatives or relatives-in-law of a university student within the third degree who visit the Ancient City of the Municipality of Venice to attend that student’s thesis discussion.
